1. Call to order.
The meeting was called to order at 6:01 p.m.
2. Roll call.
Commissioners Hoffman, Arnold and Wells were present. Also present were Nick Bergus, Jillian Miller, Megan Benischek and Ryan Heiar.
3. Public comment for items not on the agenda.
There was none.
Commissioner Gattas arrived at 6:02 p.m.
4. Community bench marking survey.
a. Discussion of objectives and goals.
Heiar discussed the background on the community benchmarking survey, including the council’s goal. The council is looking to measure the satisfaction of our residents and do so regularly. The last survey focused on transit, but including other topics, was conducted in 2011. Heiar mentioned that this survey shouldn’t be too specific, because other departments perform their own surveys for deeper questions, but a broad-based “how are we doing?” survey.
Hoffman discussed the need to repeat questions over time to track progress and change over time. The commission discussed other cities surveys, specifically Marion and Hiawatha. Staff would get example surveys to provide to the commission.
Commissioner Wells asked what was learned from the last survey. Heiar noted that about 96 percent wanted to see work on Highway 965 continue, which affirmed the city was doing the right thing.
Hoffman asked about the budget and timeline for the project. Heiar noted that there wasn’t funding specifically allocated in FY17, but $2,000 or $3,000 could be allocated. Funding in FY18 could be allocated. The last survey cost about $2,500.
Hoffman asked if there were specific subgroups beyond adult residents of North Liberty administration was interested in, or if there were other goals for response, modes of delivery or other goals for the survey. Heiar said that, initially, the goal was a scientifically valid survey of adult residents of North Liberty, with the commission recommending the other details. Bergus suggested the commission conduct a less complex survey in this fiscal year, with potentially more in depth in the next fiscal year.
Hoffman asked Heiar if he saw as the role of the commission in this survey to develop the survey, solicit feedback and then produce a report. He said yes.
Wells asked about demographic information. Staff can provide information from the recent special census.
The commission will look at example surveys from other communities, and plan to discuss at the next meeting.
5. Staff report.
Bergus discussed the staff’s activities in November, including redesigning the North Liberty Activity Guide, communication regarding new well drilling, NLPD K9, Blues & BBQ and other activities. Miller discussed Beat the Bitter, the second year of the winter festival.
6. Approval of minutes.
Wells moved, Gattas seconded, to approved the minutes from the Nov. 7, 2016, meeting. It passed with all in favor.
7. Old business.
The Telecommunication Commission Ordinance will go before the City Council for its first reading at the council’s next meeting.
8. New business.
There was none.
9. Next meeting date.
The commission will meet again at 6 p.m. on Jan. 9, 2017.
10. Adjourn.
Gattas moved, and Hoffman seconded, to adjourn at 6:28 p.m. The motion passed will all in favor.
