Roll Call

Chair Ronda Detlefsen called the July 3, 2018 Planning Commission meeting to order at 6:30 p.m. Commissioners present: Ronda Detlefsen, Adam Gebhart, Jason Heisler, Rebecca Keogh, Kylie Pentecost, Patrick Staber; absent: Jennifer Bleil.

 

Others present: Dean Wheatley, Tracey Mulcahey, Scott Peterson, Evan Runkle, Josh Rechkemmer, Ben Mitchell, Duane Musser and other interested parties.

 

Agenda Approval

Gebhart moved, Staber seconded to approve the agenda. The vote was all ayes. Agenda approved.

 

A & M Development LLC Site Plan

Staff Presentation

Wheatley presented the request from A & M Development LLC to approve a site plan for a mixed-use commercial and residential development in the Liberty Executive Park subdivision between I-380 and Kansas Avenue. Staff recommends approval of the application with the following conditions:

  1. That a professional landscape plan be developed that better defines the outdoor areas including the plaza and works with the plans to complement the
  2. That indoor or outdoor gathering spaces are added to the
  3. That additional design features are incorporated to add visual interest to the building. Those might be color, awnings, materials, parapet treatments, corner treatments, or other means.

 

Applicants Presentation

Josh Rechkemmer, Neumann Monson Architects was present on behalf of the applicant and presented additional information regarding the design of the project. The Commission discussed the application with Rechkemmer.

No comments from the public were offered.

 

Questions and Comments

The Commission discussed the application including the revisions, building offsets, balconies and the overall concept.

 

Recommendation to the City Council

Pentecost moved, Gebhart seconded to recommend approval of the application to the City Council with no conditions.  After discussion, Keogh moved to amend the motion to include the number 2 condition from the Staff Memo.  The vote on the amendment was ayes – Pentecost, Staber, Detlefsen, Heisler, Keogh; nays – none. Motion carried.  The vote on the original motion with the approved amendment was: ayes – Gebhart, Pentecost, Staber, Detlefsen, Heisler, Keogh; nays – none. Motion carried.

 

Streb Investment Partnership LC Rezoning

Staff Presentation

Wheatley presented the request from Streb Investment Partnership LC to approve a commercial rezoning for property located east of 965-Ranshaw Way south of Hawkeye Drive. Staff recommends approval of the application.

 

Applicants Presentation

Ben Mitchell, MMS Consultants, was present on behalf of the applicant and offered to answer questions.

The Commission discussed the application including the fit with the area.

 

Recommendation to the City Council

Keogh moved, Staber seconded to recommend approval of the application to the City Council. The vote was: ayes – Staber, Detlefsen, Heisler, Keogh, Pentecost, Gebhart; nays – none. Motion carried.

 

Streb Investment Partnership LC Rezoning

Staff Presentation

Wheatley presented the request from Streb Investment Partnership LC to approve a commercial rezoning for property located east of 965-Ranshaw Way and south of Lions Drive. Staff recommends approval of the application.

Ben Mitchell, MMS Consultants, was present on behalf of the applicant and offered to answer questions.

Sayre moved, Gebhart seconded to recommend approval of the application to the City Council. The vote was: ayes – Heisler, Keogh, Pentecost, Staber, Gebhart, Detlefsen; nays – none. Motion carried.

 

Hudson Motors Conditional Use

Staff Presentation

Wheatley presented the request from Hudson Motors to approve a conditional use for car sales in an industrial district for property located on Kennel Court near 965-Ranshaw Way and 240th Street. Staff recommends approval of the application.

The Commission discussed the application including the requests for conditional uses generally and availability of parking.

Keogh moved, Heisler seconded to recommend approval of the application to the Board of Adjustment. The vote was: ayes – Pentecost, Heisler, Detlefsen, Gebhart, Staber, Keogh; nays – none. Motion carried.

 

The Preserve Preliminary Plat

Staff Presentation

Wheatley presented the request from Watts Group to approve a preliminary plat, The Preserve, for property located at the southeast corner of St. Andrews Drive and Kansas Avenue.

Duane Musser, Watts Group, was present on behalf of the applicant, presented additional information and offered to answer questions.

The Commission discussed the application including concerns expressed by the neighbors, street accesses, and driveway accesses on collector streets.

 

Recommendation to the City Council

Keogh moved, Heisler seconded to recommend approval of the application to the City Council. The vote was: ayes – Keogh, Gebhart, Heisler, Pentecost, Staber, Detlefsen; nays – none. Motion carried.

 

Approval of Previous Minutes

Gebhart moved, Staber seconded to approve the minutes from the June 5, 2018 meeting. The vote was all ayes. Minutes approved.
