Call to order
Mayor Pro Tem Terry Donahue called the January 17, 2017 Special Session of the North Liberty City Council to order at 5:30 p.m. Councilors present: Terry Donahue, Chris Hoffman, Annie Pollock, Jim Sayre, and Brian Wayson.

Others present: Ryan Heiar, Tracey Mulcahey, Diane Venenga, Bill Schmooke Tom Palmer, Shelly Simpson, Jennie Garner, Guy Goldsmith, Scott Peterson, Dean Wheatley, Nick Bergus, Deb Hilton, Michael Pentecost, Greg Metternich, Dave Ramsey, Megan Benischek and other interested parties.

Approval of the Agenda
Pollock moved, Hoffman seconded to approve the agenda. The vote was all ayes. Agenda approved.

Budget Presentation – FY 2018
Heiar opened the discussion regarding the Fiscal Year 2018 Budget.

General Fund
The proposed Community and Economic Development budget was presented. Council discussed the Communications intern position, website upgrade, mobile communication hardware, plotter upgrade, economic development budget, specifics on what they are using the funds for.

Heiar presented the Public Safety budget proposal. Council discussed the proposed budgets with staff of the Police Department, Fire Department, Building Department, and Emergency Management.

Heiar presented information regarding the Public Works budget proposal. Council discussed the budget proposal with staff.

The proposed Culture and Recreation budget was presented. Council discussed the Library budget, the Parks budget, the Recreation budget, the Community Center budget, the Aquatic Center budget and the Cemetery budget with staff.

Heiar reported on the General Government budget proposal. Council discussed the proposed budget with staff.

General Fund Revenues for Fiscal Year 2018 were presented. Council discussed the proposed General Fund revenue budget.

The Road Use Tax Budget proposal was presented. Council discussed the proposed budget with staff.

Heiar presented the Water Budget proposal for FY 18. Council discussed the proposed budget with staff.

The Wastewater Budget proposal was presented. The proposed budget was discussed with staff.

Heiar presented the Storm Water Budget. Council discussed storm water budget and fees.

The Hotel/Motel Budget was presented and discussed.

The next meeting date will be January 31, 6:30 p.m. There will be a budget discussion item on Tuesday’s agenda with discussion, if time allows.

At 8:10 p.m., Mayor Pro Tem Donahue adjourned the meeting.
