Introduction
The purpose of the
Comprehensive Plan is not only to direct development policy for the City of
North Liberty, but to identify and recognize issues which have affected
development in the past. It is on the basis of these issues and problems that
directives will be established for developing a plan for North Liberty.
The initial effort in the planning process consisted of a community inventory
which analyzed and evaluated all aspects of the physical, social, and economic
character of the City, the Planning Tactics, a town meeting, and a community
survey. The Comprehensive Plan Inventory is organized into report form and
provides detailed descriptions and explanations of the problems, opportunities
and trends within North Liberty. The Planning Tactics involved interviews to
gain insight and perceptions of City officials and community representatives on
matters which are of concern and directions to be pursued. The town meeting
insured that citizens were part of the planning process and had ample
opportunity to voice their opinions. The community survey consisted of 30
questions which asked citizens for their opinions on various City issues,
including the natural environment, land use, community facilities,
transportation and economic development. The four perspectives will provide the
informational base and community focus for the preparation of the Development
Framework and Implementation aspects of the Comprehensive Plan.
In organizing the issues, opportunities, questions and problems confronting
North Liberty and the surrounding region, seven topic areas have been
identified. These categories are as follows:
• Natural Environment
• Land Use Controls and Development
• Transportation
• Community Facilities
• Economic Development
• Image and Identity
