City of North Liberty Homeowners:
You may be eligible for a Housing Rehabilitation Grant

The Housing Rehabilitation Grant is not being funded this year (2006). The City will be reapplying for the grant next year.

The City of North Liberty is gathering information to establish a housing rehabilitation program. Housing rehabilitation programs are designed to assist homeowners with repairs such as: siding, roofing, plumbing and electrical work.

The East Central Iowa Council of Governments (ECICOG) is assisting the City in preparing a grant application and will administer the housing rehabilitation program if funded. It is necessary to identify possible program participants now to determine the level of interest in North Liberty. ECICOG housing staff and members of the North Liberty Housing Committee encourage residents to submit a pre-application.

TO QUALIFY, YOU MUST:

  • Live in the home for which you are seeking rehabilitation funds

  • Own or are purchasing the home from a bank or through a land sales contract

  • Live within the program target area

  • Fall at or below the 2005 federal household income guidelines (see below)

These numbers will increase January 1, 2006.
*Household income is total earnings of all household members age 18 and over.

Pre-application form - click to download PDF of form (print and return by mail). Forms are also available at City Hall (5 E. Cherry Street). You may also contact Lisa Treharne, ECICOG Grants Administrator, at (319) 365-9941 ext. 29.

Please fill out the pre-application form and return it along with three photos of the exterior of your home (front and both sides) by November 18 to:

Once pre-applications are received, you may be contacted for a brief inspection of your property to determine potential rehabilitation costs.
