NORTH LIBERTY ZONING CODE
CHAPTER 5 "RS ZONES - Single Family
Residence Districts"
SECTION 501
RS ZONES DEFINED
Allowable RS zone uses shall be:
501.1 RS-3
Single-Family Residence District
The RS-3 Single Family Residence District is intended to
provide and maintain low-density single family residential neighborhoods with
a minimum lot size of 15,000 square feet. The district shall include
appropriate neighborhood facilities such as public parks, libraries, schools,
churches, and recreational facilities, and is intended to protect these
residential areas from encroachment of incompatible uses. Commercial uses are
limited to allowable home occupations.
501.2 RS-4
Single-Family Residence District
The RS-4 Single Family Residence District is intended to
provide and maintain low-density single family residential neighborhoods with
a minimum lot size of 10,000 square feet. The district shall include
appropriate neighborhood facilities such as public parks, libraries, schools,
churches, and recreational facilities, and is intended to protect these
residential areas from encroachment of incompatible uses. Commercial uses are
limited to allowable home occupations.
501.3 RS-6
Single-Family Residence District
The RS-6 Single Family Residence District is intended to
provide for and maintain moderate density single family residential
neighborhoods with a minimum lot size of 7,000 square feet. The district
shall include appropriate neighborhood facilities such as public parks,
libraries, schools, churches, and recreational facilities, and is intended to
protect these residential areas from encroachment of incompatible uses.
Commercial uses are limited to allowable home occupations.
501.4 RS-7
Single-Family Residence District
The RS-7 Single Family Residence District is intended to
provide for and maintain moderate to high-density single family residential
neighborhoods with a minimum lot size of 6,000 square feet. The district
shall include appropriate neighborhood facilities such as public parks,
libraries, schools, churches, and recreational facilities, and is intended to
protect these residential areas from encroachment of incompatible uses.
Commercial uses are limited to allowable home occupations.
The
following conditions are required for a development consisting solely of RS-7
zoning:
1.1. Planned Area Development
submittal.
1.2. A variety of housing
designs are required. A Planning and Zoning Commission subcommittee will be
created to review all elevations of proposed home design before building
permits are issued. If the subcommittee does not approve of an elevation, the
applicant may appeal to the Planning and Zoning Commission for final approval.
1.3. Alleys are preferred. A
home owner association will be responsible for maintenance of alleys.
1.4. Two-stall garages will be
required for every lot within the RS-7 District.
1.5. One two-inch caliper tree
will be required in the front yard of each lot within the RS-7 District.
1.6. A minimum of twenty-five
percent of the development will be reserved as open space.
The
following conditions are required for a development consisting of RS-7
combined with other RS zoning:
2.1. A maximum of ten-percent
area of the Single-family Residential District may be zoned RS-7. The
development must be a minimum of forty acres for the inclusion of the RS-7
Zoning.
2.2. It is preferred to have a
transition of RS-6 Single-Family Residential District adjoining the RS-7 zoned
lots to serve as a buffer between RS-3 and RS-4 zoned lots.
501.4 RS-8
Single-Family Residence District
The RS-8 Single Family Residence District is intended to
provide for and maintain moderate to high-density single family residential
neighborhoods with a minimum lot size of 5,000 square feet. The district
shall include appropriate neighborhood facilities such as public parks,
libraries, schools, churches, and recreational facilities, and is intended to
protect these residential areas from encroachment of
incompatible uses. Commercial uses are limited to
allowable home occupations.
The use of the RS-8, Single-Family Residence District shall
be limited to the following areas:
·The entire Subdivision of the Original Town of North Liberty,
except for lots 5 thru 8, Block 3, lots 5 & 6, Block 6 and all of Blocks 4 & 5
·The entire Subdivision of Zellers First Addition
·The entire Subdivision of Beaver Kreek First Addition
·The entire Subdivision Interurban Railway Addition
·Lots 1-22 of Quail Creek Fifth Addition
·Lots 1-31 of Quail Creek Seventh Addition
·The entire subdivision Quail Creek Tenth Addition
SECTION 502 RS USE REGULATIONS
Principal and accessory uses permitted in the RS Zone
District shall be prescribed in Table 5-A.
SECTION 503 BULK REGULATIONS
The minimum area, setback, density and maximum height shall
be as prescribed in the following Tables:

SECTION 504 ACCESSORY USES
Accessory uses are permitted subject to the provisions of Section
1606.
SECTION 505 HOME OCCUPATIONS
Home occupations are permitted subject to the provisions of
Section 1701.
SECTION 506 OFF-STREET
PARKING
Off-street parking shall be
provided according to the provisions of Section
1601.
SECTION 507 - SIGNS
Signs shall be permitted according to the provisions of
Section 1801.
